| In 2008, the Chicago Metropolitan
Agency for Planning (CMAP) launched its
GO TO 2040 planning campaign to
develop and implement the region's first truly comprehensive plan for land
use and transportation, to be published in 2010.

Metropolitan Chicago's previous regional land-use plan was
the NIPC Framework Plan, published in 2005. That same year, CMAP was created to integrate planning of land use
and transportation in the seven counties of northeastern Illinois.
Honored as the American Planning Association's 2006 national plan of the year,
NIPC's Framework Plan defined specific strategies to guide future growth in
northeastern Illinois.
In 2007, the CMAP Board formally adopted the NIPC Framework Plan.
