The Northeastern Illinois
Planning Commission (NIPC) has a mandate for leadership of regional growth
management and comprehensive land-use planning agency for Cook, Lake,
McHenry, DuPage, Kane, and Will counties.
In 2006, NIPC merged with the Chicago Area
Transportation Study (CATS) to form a new agency, the
Chicago Metropolitan Agency
for Planning (CMAP). While NIPC and CATS employees are now the
staff of CMAP, the Commission continues to meet during the current

The Illinois General
Assembly created the Commission in 1957 with legislation that calls for NIPC
to:

Conduct research
required for planning for the region, including the collection of data
with respect to population trends, social, economic, physical, esthetic
and governmental factors affecting the development of the area.

Advise units of
government concerning the relation of any plans, projects, proposals, and
policies adopted or under consideration by any such units of government to
other plans projects, proposals and policies applicable to the region.

Prepare and
recommend to units of government within the Commission’s area of operation
generalized comprehensive plans and policies which are metropolitan in
character.
NIPC also operates under an important
Interagency Agreement signed in
2000 with the Illinois Department of Transportation (IDOT), the Regional
Transit Authority (RTA), and the Chicago Area Transportation Study (CATS),
stipulating that NIPC plans and data are the basis for
Regional Transportation Plan that
guides critical decisions and investments.
