Census 2000 Results for Northeastern Illinois

(Note:  Census 2000 General Demographic Profiles summarizing such long-form data items as income; poverty; educational attainment; disability status; ancestry; labor force status; commuting to work; home value; rent; and housing costs as a percent of income were released on May 14, 2002 for all counties, townships, and places in Northeastern Illinois.  NIPC posted an electronic file with similar data extracted from Summary File 3 for Chicago Community Areas on August 20, 2002 and one for census tracts in northeastern Illinois on February 7, 2003.)

Very detailed 60-page Census 2000 demographic profiles containing characteristics on housing, education, employment, income, poverty, disability, language, ancestry, migration, and transportation for all counties, townships, and municipalities in Northeastern Illinois were posted here on March 19, 2004.

ADDITIONAL CENSUS 2000 RESULTS AND PRODUCTS:


At long last, Census 2000 results are coming out, and NIPC is delivering them to our subscribers,  local governments, and other data users as they become available.  It's been a decade since most communities in Northeastern Illinois have had a complete count of their population, a detailed inventory of their housing stock, and an update on the racial diversity and socio-economic characteristics of their residents.  

But the wait is now over because the Census Bureau is issuing three major Census 2000 data releases over the next year and a half.  Given our mission and our role as a member of the State Data Center, NIPC will deliver these census results in a variety of products and formats including the Internet, CD-ROMs, diskettes, maps, and printed reports.

The three major Census 2000 data files to be released by the Census Bureau are as follows:

Public Law 94-171 (PL94-171) Redistricting Summary File
The PL 94-171 release contains population information used as the building blocks for local redistricting.  Data items include total population, population tabulated by 63 race categories and cross-tabulated by Hispanic origin, and voting age population (18 years and older).  Geographic coverage extends down to the block level.  The PL 94-171 redistricting file will be released on a state-by-state flow basis in March 2001 and must be out to all states no later than April 1, 2001.

Summary File 1 (SF 1)
This file presents selected population and housing characteristics collected from all people and housing units.  Information available includes population by age, sex, race, and Hispanic origin; number and types of households; and whether the residences lived in are owned or rented.  Geographic coverage goes down to the block level for many SF 1 data tabulations, but only down to the census tract for others.  Scheduled to be released on a state-by-state flow basis in summer 2001.

Summary File 3 (SF 3)
This will be the first release of data collected from the sample or long-form questionnaire.  Among the socio-economic characteristics are marital status, ancestry, migration, educational attainment, disability, labor force status, journey to work, income, poverty, home value, monthly rent, vehicles available, and year residential structure built.  Geographic coverage will be down to the block group for many SF 3 tables, but only down to the census tract for others.  The planned release date for SF 3 information is the summer and fall of 2002.


FORTHCOMING CENSUS 2000 PRODUCTS
 

NIPC has designed several data products that will be available shortly after the PL 94-171 Redistricting File is released in Illinois next month.  One of them is a Population Profile that summarizes the population by race, Hispanic origin, and voting age for a single geographic entity in Northeastern Illinois like county, municipality, or Chicago community area.  Because Census 2000 respondents could for the first time mark more than one race, the profile looks at the incidence of multi-racial combinations in a particular area, with an emphasis on displaying the number of biracial responses.

The PL 94-171 file Population Profile is available in two common digital formats--as either a Microsoft Excel spreadsheet or an Adobe Acrobat Portable Document File (PDF) reproduction of the same spreadsheet, or as both.  A PDF draft version of a Profile (minus user notes) for the fictitious village of Beautiful Oaks illustrates the tables that will be included:

Electronic versions of the Profiles will be available on 3.5" disks, as email attachments, or online at NIPC's web site (www.nipc.org/PL-Profiles.htm).  Printed versions of the Profiles will also be available.  Geographic coverage will include the six counties in Northeastern Illinois, political townships, municipalities, Chicago community areas, Chicago wards, and Illinois House and Senate Districts.

In addition to the Profile, NIPC will be publishing a new document titled Data Bulletin 1-2001: Summary of Census Public Law Redistricting Data. This will serve as the regional report for the PL 94-171 census release and will include summaries of population by race and Hispanic origin for every county, political township, municipality, Chicago community area, and city of Chicago ward found in Northeastern Illinois.  It will also feature analysis of the population shifts occurring within our area, along with reference maps and comparisons to data from previous censuses.  It too will be available in a variety of formats, including online (www.nipc.org/PL-Region-Report.htm).  

In addition, NIPC can provide PL 94-171 redistricting block data extractions at the political township and municipal level.  The block data items will be selected tabulations of population by race, Hispanic origin, and voting age.  Block data extractions, while free of charge to NIPC subscribers and contributors, are available on a cost-recovery basis to all other users.

The block data core product will be a Microsoft Excel spreadsheet.  Because of the file size generated by tabulating and cross-tabulating block level data, customers are urged to request digital versions of the file extractions, although every attempt will be made to accommodate the need for other formats.


HOW TO REQUEST PL 94-171 DATA PRODUCTS

To selected PL 94-171 redistricting products, please print, fill out, and then mail or fax back the request form found at the bottom of this page.  You can indicate which PL 94-171 Redistricting File data products you want to receive, in what format and on what media you want to receive them, and how you would like them to be sent to you.  Remember that if you are NIPC subscriber or local government contributor, you will receive all the products free of charge.  Non-subscribers and non-contributors pay nothing for the Profiles but are charged on a cost-recovery basis for block data extractions.  If you are a non-subscriber/non-contributor interested in obtaining block-level data, please leave a message on the NIPC Census 2000 Hotline at 312-454-0401, x610 and you will be quickly contacted about the cost for your data request (go to www.nipc.org/subscrip.htm for information on the other benefits of becoming a NIPC subscriber).

OBTAINING REFERENCE MAPS FOR PL 94-171 REDISTRICTING BLOCK DATA

Understandably, local governments relying on NIPC for redistricting block data may also want to obtain block level maps to help them make sense of what the data in the spreadsheets are telling them.  Color block maps on paper sized 36” x 33” that show the boundaries and names for counties, townships, municipalities, census tracts, block groups, and blocks, along with voting district boundaries, are currently being printed by the Census Bureau for sale through their Customer Services Center at 301-457-4100.  The cost for each block map sheet ordered is $5 but local governments must buy the complete set for the counties in which they are located.  In Northeastern Illinois, with a number of large, densely populated counties and many municipalities crossing county boundaries, buying complete county block map sets might not be feasible.

As an alternative, the Census Bureau anticipates having Adobe Acrobat PDFs of the block maps on its web site (PL 94-171 County Block Maps) on a state flow-by-flow basis shortly after the PL 94-171 redistricting data comes out.  Local governments will have to download an index for the county they are in and then decide which map sheet PDFs they will also need to download.  After downloading the appropriate PDFs from the Internet, they can print them out provided they have an E-size postscript-enabled printer or plotter.  They can also open them in Adobe Acrobat Reader and use its zoom tool to view the maps in greater detail.

At about the same time that the Bureau expects to put PDF versions of block maps online, NIPC should have available ESRI product-compatible municipal block shapefiles.  These digital shapefiles could be joined with PL 94-171 block level data to generate reference and thematic maps provided the mapmaker is using such software packages as ArcInfo, ArcView, or ArcExplorer.  On the request form below, please indicate if you wish to receive from NIPC the block shapefile for your municipality when available.
