Common Ground, NIPC's public-involvement program, began
in 2001 as a comprehensive planning effort to gather broad
community inputs in public meetings across the six-county
region. The resulting 2040 Regional Framework Plan (available

print copy) provides a set of clear guidelines that local planners can follow to achieve smart growth. By acting together as a region, northeastern Illinois communities can counteract the sprawl and congestion that result from prevalent development patterns. Common Ground will be an ongoing process by which NIPC engages municipalities and residents to foster effective land-use planning that helps create more "livable" communities.
