1.  NIPC Leverages NARC Legislative Activities.  A group of NIPC commissioners and staff will attend the National Association of Regional Councils (NARC) annual conference in Washington, DC, including visits with members of the Illinois congressional delegation on February 8-9.  This annual event gives NARC member organizations the opportunity to exchange views on land-use issues of common interest and to educate legislators regarding priorities related to smart growth, transportation, the environment, economic development, and more.  NARC has posted a PDF of its 2005 legislative agenda

NIPC is organizing a roundtable at the NARC conference to address regional agencies' role in the Great Lakes Regional Collaboration, an area in which the Commission has provided leadership. This new initiative, created by presidential executive order, was launched in Chicago during December with an event convened by outgoing EPA Administrator Michael Leavitt, who has since been nominated by President Bush as Secretary of Health and Human Services.  The event was hosted by Mayor Richard M. Daley and Governor Rod Blagojevich.  U.S. Congressional representatives from Illinois who participated include Judy Biggert, Mark Kirk, and Jan Schakowski.  NARC is supporting NIPC's efforts to ensure a significant role for regional agencies in the Great Lakes basin.

2   Still Time to Register for the Regional Water Supply Conference.  An upcoming conference in Chicago offers local and regional planners the chance to learn about how to address water supply as part of their comprehensive land-use strategy.  NIPC's Environment and Natural Resources group is organizing and will host "Straddling the Divide," a conference on water supplies in the Lake Michigan region. To be held February 15-16, 2005 at the Holiday Inn-Merchandise Mart in Chicago, Straddling the Divide will feature invited talks of interest to policy makers and technical staff alike. Illinois Lt. Governor Pat Quinn will deliver an opening talk on our region's need for a sustainable water supply.  By some estimates, population in the Lake Michigan region will grow 20 percent by the year 2020, which requires careful planning to match growth with the location of water. NIPC director of planning Sam Santell will give a talk that describes these trends, contrasting growth patterns with the availability of known water supplies. After over a dozen talks by technical and policy experts, the conference will conclude with a panel featuring representatives of NIPC, the Northwestern Indiana Regional Planning Commission (NIRPC), and the Southeastern Wisconsin Regional Planning Commission (SEWRPC).  The conference is another example of the collaborative work being done by NIPC, CATS, NIPRC and SEWRPC under the organizations' Tri-State Accord, signed in 2002.  Sponsors of Straddling the Divide include the Joyce Foundation, CDM, Stanley Consultants, Inc., and Thomas A. 3 .  Facility Planning Area (FPA) Resources on the Web.  A Facility Planning Area (FPA) is defined as "a centralized sewer service area to be considered for possible wastewater treatment facilities within a 20-year planning period." NIPC is designated by the State of Illinois as the water-quality planning agency for the six-county region, and the U.S. Environmental Protection Agency (EPA) has made NIPC responsible for reviewing wastewater permits and facility plans to ensure consistency with the federally approved Illinois Water Quality Management Plan. In filling its central advisory function, NIPC seeks to ensure water quality by evaluating the geographic location of wastewater FPA boundaries;  the designated management agencies for collection, treatment, and transport of wastewater within each FPA;  and the capacity of current or planned wastewater treatment facilities. NIPC's Water Resources Committee reviews requested changes to the plan's current water-treatment boundaries and makes recommendations to the Illinois EPA, which maintains decision-making authority for amendments to the plan. The NIPC web has a newly enhanced section (http://www.nipc.org/fpa) with resources about the FPA and water-quality management process. In addition to application forms, the FPA section has up-to-date details of scheduled meetings and minutes from prior meetings. NIPC recommends that, prior to initiating an FPA request, applicants meet with our water resources staff. Please contact NIPC at 312-454-0401, x503 to set up an appointment. The next four are at New Lenox on February 17, Geneva on February 22, Elwood on March 1, and Joliet on March 3.

4.  NIPC Development Database:  A Valuable Planning Tool.  A service of the Northeastern Illinois Planning Commission's Data Research and Forecasting group, the NDD tracks land development in the region's six counties, with over 10,000 records describing new construction, major renovation, and redevelopment. Publicly accessible at http://www.nipc.org/ndd, the database covers all significant land development and redevelopment for the full range of uses, including commercial, residential, publicClick here to go to NIPC home (will open in a new window) works, and more. Building on data collected since the system's inception since 1987, NDD is an important input to NIPC’s long-range regional forecasts of population, employment, and other socio-economic indicators.

Users may search by county, search by multiple types of land use, download search results, and create custom reports. NDD reflects input by NIPC staff and, increasingly, by local officials whose municipalities depend on this exhaustive, constantly updated database. It is maintained as a resource for communities, developers, and others to stay abreast of the latest land-use activities.  For more information, send email to info@nipc.org.

5. APA Meeting on Regional Growth Management and Intergovernmental Cooperation.  According to NIPC's official forecasts, at current rates of growth and density, northeastern Illinois would develop 237,000 additional acres by 2030 -- an area the size of Kane County.  From noon to 2:00 p.m. on January 27 at NIPC's offices, the American Planning Association's Chicago chapter will convene a program featuring three speakers to share perspectives on how to manage growth better through improved cooperation between governments.  NIPC executive director Ron Thomas, Kane County Development Department executive director Phil Bus, and Chicago Metropolis 2020 executive director Frank Beal will each talk about how regional visioning and local planning can achieve sustainable growth through more-effective land use.  Registration is $15 for the event, which will include a boxed lunch.  NIPC is located adjacent to Union Station at 222 S.
