This listing includes publications available in printed and/or digital form from the Northeastern Illinois Planning Commission. Certain data products and services available on a special-order basis are also listed.

Publications are available in reasonable quantities at no charge except where prices are shown. Orders for publications may be placed by mail, telephone (312/454-0400 ext. 210), or FAX (312/ 454-0411). An order form is enclosed for your convenience. Single copies of most publications are free to contributing local governments in northeastern Illinois and to subscribers. On orders for additional copies, contributing local governments and subscribers may be invoiced upon request. All other orders require prepayment.

Unless items are picked up at our office, postage and handling charges are added. First Class postage is shown in brackets [ ] after the price of each publication. Postal rates are as of the time this list was updated and are subject to change. Delivery by UPS is also available. Handling is $3.00 for an order of five or fewer items and $3.50 for six or more items. We reserve the right to limit quantities. Publications and maps may be picked up between 9:00 a.m. and 5:00 p.m. in the Publications Department, 233 South Wacker Drive, Sears Tower, Suite 800, Chicago.

Aerial Photography

Orders for aerials are normally processed within 72 hours. Rush orders (within 24 hours) are subject to a 50% surcharge.

1"=400' photographs are available from 2001, 1995, 1990, 1985/1986, 1980, 1975, and 1970 flights. Each photo shows four square-mile land survey sections, plus some surrounding area. If you do not know which section numbers you need, consult the NIPC base map on display in our Publications Department, or any other map showing section lines. Each sheet measures approximately 35" square. 2001 photos cost $22.00. 1985, 1990 and 1995 photos cost $18.50. Older photos cost $31.00 each [Postage: 1-10 photos, $3.23; 11-20, $3.60, 21 or more, $4.00].

1"=2000' photographs are available from 1995, 1990, 1985, 1980, 1975 and 1970 flights. Each photo covers about 11 square miles in a 9" x 9" format. Copies of 1995, 1990 and 1985 photos cost $12.00 each; 1970 photos cost $21.00 [$.83].

1"=1320' photographs are available for 1973 or 1974. Each photo covers one township plus some surrounding area, and measures approximately 35" x 35". Cost is $31.00 each [$3.23].

Photomosaics based on 1970 photography, at a scale of 1"=1 mile, come in three sheets, each approximately 3' x 5'. Each sheet covers about 1/3 of the region. Cost is $21.00 per sheet, or $53.00 for the set of three [$3.23].

Comprehensive Planning

Common Ground: Report on Subregional Workshops. Common Ground is NIPC's three-year program to develop a new comprehensive plan for northeastern Illinois through a process emphasizing technologically-supported public involvement. This report summarizes the results of 12 subregional workshops which initiated the issue-identification phase of the project.

Data Products and Services

The following data products and services are available directly from NIPC's Research Services Department. Inquiries on data products and services may be directed to the Department at (312) 454-0400, extension 610 or by e-mail. Pricing, delivery, and local government and subscriber discounts are subject to the same policies as other publications. Most publications are available on 3.5" high density diskette in Lotus *WK1 format. The price is $35.00 per publication on diskette. Orders may be included on the order form.

With regard to maps displaying Census geography, NIPC is not currently able to provide maps for Census tracts, Census blocks or voting districts. Census tract maps that include Census blocks may be purchased from the Census Bureau, Data User Services Division in Washington D.C. at 301/457-4100. Sets are available by county. Municipalities can use the post-Census Local Review maps that they received from the Census Bureau in the summer of 1990 for tract and block geography although these maps will not reflect corrections. Tract map sets for northeastern Illinois are in stock at the Local Government Bookstore at 401 South State Street, Suite 124, Chicago (312/353-5133).

2000 Census Profile Reports

PL 94-171 Population Profiles are available for northeastern Illinois counties, political townships (MCDs), and municipalities; City of Chicago community areas and wards; and Illinois state legislative districts. They summarize the population by race, Hispanic origin, and voting age. Because Census 2000 respondents could mark more than one race, the profiles also display the incidence of multi-racial combinations, with a particular emphasis on the number of bi-racial responses. Profiles are available as either Microsoft Excel workbooks or Adobe Acrobat .PDF files.

General Demographic Profiles are available for northeastern Illinois counties, townships, and municipalities. Each contains a combination of Census 2000 short-form (100-percent) and long-form (sample) data. The short-form population data include sex, age, race, Hispanic or Latino by race and type, household relationship, household type, and group quarters population. Housing data include occupancy status, vacancy status, and tenure (owner- or renter-occupied). Population items from the sample data include ancestry, disability status of the civilian noninstitutionalized population, grandparents as caregivers, income in 1999, poverty status, labor force status, occupation, industry, class of worker, language spoken at home, marital status, migration (residence since 1995), nativity and place of birth, region of birth of the foreign born, citizenship, year of entry, place of work, journey to work, school enrollment and educational attainment, and veteran status. Housing items include house heating fuel, number of rooms, occupants per room, number of bedrooms, plumbing and kitchen facilities, telephone service, units in structure, utilities, mortgage, taxes, insurance, fuel costs, value of home or monthly rent paid, selected monthly owner costs as a percentage of household income, gross rent as a percentage of household income, vehicles available, year moved into residence, year structure built, and year householder moved into unit. Profiles include user notes and definitions, and are available in .PDF format.

1990 Census of Population and Housing Summary Reports

Whole Census Tract Summary Report for Northeastern Illinois Counties. Issued January 1993. This report includes selected 1990 Census characteristics for each census tract located in the region. It contains data on population by race and Hispanic origin; median age; number of households and average household size; median household and per capita income; median home value; percent of residents who are college graduates; and percent of residents who are managerial and professional workers. The diskette version also includes data on median family income and counts of owner-occupied and renter-occupied housing units. Price: $50.00.

Five-Digit ZIP Code Summary Report for Northeastern Illinois Counties. Issued June 1993. This report features selected 1990 Census Summary Tape File 3B data by ZIP Code including: population by race and Hispanic origin; number of households and average household size; number of owner-occupied and renter-occupied households; median household and per capita income; median home value; percent of residents who are college graduates; and percent of residents who are managerial and professional workers. Price: $35.00.

1990 Summary Tape Files 1 and 3A Reports

Summary Tape File 1A Profile Reports are available for every county, township, municipality and census tract in northeastern Illinois. Each eight-page report is derived from tabulations of the short form questionnaire, which posed 7 population and 7 housing questions for all households to answer. The STF1A profile report includes such population information as age, race, Hispanic origin, sex; age by sex, race and Hispanic origin; household type and relationship. Some of the housing topics covered include total housing units, vacancy, tenure by age of householder, tenure by race and Hispanic origin, value of owner-occupied units, contract rent, units in structure, household size, and household size by units in structure. An example of the STF1A profile report for Cook County is available free of charge from the NIPC Publications Department. $10.00 for each report.

Summary Tape File 3A Profile Reports are available for every county, township, municipality, census tract, and census block group in northeastern Illinois. Each 30 page profile report is derived from tabulations from the long form questionnaire--the additional 26 population and 19 housing questions that approximately 17% of households were asked to answer. STF3 population tables include information on income, household income by age and race/Hispanic origin, poverty status, ancestry, language spoken at home, educational attainment, employment by industry and occupation, unemployment, place of work, means of transportation to work, disability, residence in 1985, and many other topics. Housing tables include information on condominium status, year structure built, vehicles available, mortgage status and selected monthly owner costs, and other items. $15.00 for each report. An example of the profile report for Cook County is available free of charge from the NIPC Publications Department.

Summary Tape File 3A Income Data by Tract for the six-county area is available on diskette. Spreadsheets are sold as sets for either household or family income data. Included are: the number of households (or families) in each of 25 income ranges; total counts of households (or families); median income; and three measures of mean income (mean of the entire income range; mean for those with incomes less than $150,000, and mean for those with incomes of $150,000 or more). $50 each set.

1990 Public Law 94-171 Data

PL94-171, the file used for redistricting, includes population by race and Hispanic origin, persons 18 years and over by race and Hispanic origin, and total housing unit counts by county, township, municipality, voting district, census tract and block. NIPC has prepared a copy of this redistricting data for all the voting districts, census tracts and blocks within the jurisdiction of each contributing local government. Additional reports from PL94-171 are available for purchase. These reports are usually provided on computer disk. For a list of PL94-171 reports, contact the Research Services Department.

Custom Census Data Retrievals

The Research Services Department can retrieve any data on 1990 Census Summary Tape File (STF)1A; STF1B; STF3A; STF3B; and PL94-171. Summary Tape File 1B has "short-form" data tables identical to STF1A but is detailed to the census block level. Summary Tape File 3B provides by ZIP Code the same tabulations from the "long-form" questionnaire appearing in STF3A. The table outline is available from the Research Services Department. We can also do manipulations of the data (sorts, comparisons, special formats, and aggregations). Depending on the computer tape, census data are available to either the block or block group level as a special retrieval. We can also provide computer tapes and diskettes containing Census files or extracts. The minimum charge for special retrievals is $100.00. For cost estimates and assistance concerning custom census data retrievals call the Research Services Department.

Spatial Data Files

Digital Map of the Region on CD-ROMThis product (a) provides the digital elements needed to produce a customized base map, (b) distributes at minimal cost key elements of the NIPC database, and (c) illustrates the importance of the documentation of data resources.

The contents of the Digital Map of the Region include ARC/INFO® coverages (spatial data layers), ArcView® shapefiles, map images in Adobe® PDF format, census and other data in DBF format, metadata documenting the spatial files and databases, and software to assist in accessing the contents. May 1999. $45.00. [$1.50]

Other Spatial Data  All the files listed below are available as either ARC/INFO coverages, ARC/INFO export files, or ArcView shapefiles. With the exception of municipal boundary files, all files are defined at 1:24,000-scale. They are consistent with USGS 7.5 minute quadrangles and are horizontally accurate to within +/-40 feet. The municipal boundaries are derived from the U.S. Census Bureau's 1990 TIGER/Line files and, in the cases of communities added to the region since 1990, supplemental sources. Spatial accuracy for these municipal files is inconsistent and is probably no better than 1:100,000-scale. Available files include 1990 county boundaries (polygons), survey townships (polygons), survey sections (polygons), protracted quarter sections (polygons), USGS 7.5 minute quadrangle boundaries (polygons), 1990 minor civil divisions (polygons), 1990 Chicago Community Areas (polygons), 1995 Metra rail and stations (line, node), 1995 CTA rail and stations (line, node), 1990 municipal boundaries (polygons), and a municipal boundary file including the 1990 municipalities plus communities that have come into existence since 1990 (polygons). Each of these files, including documentation, is available for $150.

1990 Land Use Inventory Spatial Data Files comprising 48 categories of land uses are also available. Data Bulletin 95-1 presents a summary of the inventory for counties, townships and Chicago Community Areas. The development of the computerized land use coverage was based upon the interpretation of non-rectified spring 1990 aerial photographs at a scale of 1:24,000. These files contain nearly 90,000 polygons. Minimum sizes of polygons were established at 2.5 acres or 200' in width. In Chicago the minimum acre rule was reduced to 0.25 acres, and the minimum width rule was reduced to 125'. Version 1.1 is available for $800 plus the cost of media and includes a copy of Data Bulletin 95-1.

NIPC Development Database

The NIPC Development Database (NDD) is a compilation of information about development and construction activity in northeastern Illinois (Cook, DuPage, Kane, Lake, McHenry, and Will Counties). To be included in the NDD, developments and their components must involve at least one acre of land, 10,000 square feet of building, or $1 million in construction cost. For hospitals, wastewater treatment facilities, and public infrastructure the minimum construction cost is $5 million. The system is available to the public at http://www.nipc.org/ndd.  For further information on the NDD, contact the Research Services Department.

Quarter Section Base Data

The surveyor quarter section is the basic geographic unit for many of the NIPC data sets. A quarter section is one fourth of a section, one-half mile on a side, and contains 160 acres. There are over 15,000 quarter sections in the six-county region.

1990-1995 Population, Households and Housing Unit Data for Suburban Northeastern Illinois. Counts of population, households and housing units from the 1990 Census allocated to the surveyor township quarter section level for all of suburban northeastern Illinois (excludes City of Chicago). Also includes 1995 estimates of population, households and housing units, along with the change from 1990-1995. $70.00 on 3.5" diskette, $125.00 for paper report.

1990 Population and Households for City of Chicago. Counts of population and households from the 1990 Census allocated to the surveyor township quarter section level in the City of Chicago. $35.00 on diskette, $125.00 paper.

Estimated 1990 Employment by Place of Work in Northeastern Illinois. Employment estimates are provided by section for eleven industry categories and are compared to the total number of jobs in 1980 and 1985. This database comes with a copy of Data Bulletin 93-2 which includes methodology, limitations, category definitions, and a summary of political townships (and City of Chicago) in the six counties of northeastern Illinois. $70.00 on diskette, $125.00 paper.

Quartersection Estimates on Surveyor Township Grid Sheets. This is a different format for presenting both the suburban population and housing quartersection estimates (excluding Chicago) and the total employment estimates (including Chicago). Each grid, on letter size paper, shows one variable for one township and displays data for the most recent year (i.e., 1995 for population and housing, 1990 for employment), the base year (i.e., 1990 for population and housing, 1985 for employment), and the change from the base year. The 36 sections in each township are mapped out with the estimates displayed in each quartersection. Variables plotted are: * Population (1990, 1995, and change 1990-95) * Households (1990, 1995, and change 1990-95) * Housing Units (1990, 1995, and change 1990-95) * Total employment (1990, 1985, and change 1985-1990) $75.00 for each variable mapped or $250.00 for all four variables.
